"The Emancipation Proclamation" of 1803 had announced the North would abolish slavery in the rebelling states. Lincoln planned to have the rebel states pass laws abolishing slavery, but since the states took no action congress moved. In December 1865, the states ratified the thirteenth amendment abolishing slavery.
