In 1651, Hobbes wrote his most famous work, called Leviathan. In it, he argued that people were naturally wicked and could not be trusted to govern. Hobbes believed that an absolute monarchy-a government that gave power to a king or queen was the best way to go. Hobbes was a man who knew his beliefs. He also felt that nations, like people were selfishly motivated. To Hobbes, each country was in constant battle for power and wealth. That is why he wrote the book; "If men are naturally in a state of war, why do they always carry arms and why do they have keys to lock their doors?"
