So he knew that these men were not the best for the job, but they were all he had. They question Billy, while the Captain is the only witness. Billy did not want to say anything "against one's own shipmates" but also understood that if he didn't that he would be subjected "to the heaviest of penalties". Billy did however speak up and say that the master of arms lied. This trial of sorts was not fair in the sense that all the evidence was not presented or spoken. But this was enough for the Captain to know what he had to do. He did have some moral issues of deciding to kill Billy, but it was outweighed with logic of a real threat of mutiny if he did not do it...
