To set its agenda for the coming years, the University in October 2007 established the Strategic Planning Committee (SPC) to lead and co-ordinate this planning exercise. Normally, the University’s Strategic Plan covers a period of two trienniums; however, in view of the new education system (3+3+4) that will be starting from 2012/13, this Strategic Plan only covers for a period of four years, i.e. from 2008/09 to 2011/12. The SPC membership, composed of the University’s Senior Management members, representatives of the staff and student bodies as well as a few Council members. In developing this plan, the SPC took into consideration of (i) the new Government policies and initiatives, such as the new education system (3+3+4), increased quota for non-local students and relaxed employment restrictions on non-local students, and promotion of knowledge transfer; (ii) the national and international development trend, such as knowledge-based economy, greater demand for studying in Hong Kong by the Chinese mainland students, increasing interest of overseas universities to develop partnership relationships with Hong Kong and the Chinese mainland universities; and
