In the time range of the story, he was a squat, stout man with a big head and an immense birthmark on his forehead, and was a little over fifty. In the story, he was portrayed as a lonely, quiet man who indeed was living out of complete boredom. After all, is it not boredom that leurs mischief? I couldn’t blame the man though, lonely, alone, he NEEDED some fun and interest in his life. But, not in that way. He was clever in the way he planned out a way to psychologically scare his neighbour. Coincidentally, HE definitely needed a bit of help, mentally.
